San Francisco-Oakland Bay Bridge: stepping stones for the world's greatest bridge. In the foreground are seen the pier foundations for the East Bay crossing extending to Yerba Buena Island with a view of a traveling derrick erecting the last of the 288 foot spans of the Oakland shore superstructure. Beyond the island is seen the entire West Bay Crossing with Tower W-5 under construction and the city of San Francisco in the background.

The true basis of architectural design isthe plan. In general, a plan that ismore complicated (i. e., less orderly anddirect) than need be is a bad plan, and willresult in poor architecture.
