oficjalne dokumenty organów państwowych i organów samorządu lokalnego, w tym lokalnych przepisów, innych tekstów prawnych, orzeczeń sądowych, innych materiałów o charakterze legislacyjnym, administracyjnym i sądowym, oficjalne dokumenty organizacji międzynarodowych, a także ich tłumaczenia oficjalne;
symbole państwowe i znaki (flagi, herby, ordery, banknoty i tym podobne), a także symbole i znaki jednostek samorządowych;
dzieła sztuki ludowej (folklor), które nie mają konkretnych autorów;
doniesienia na temat wydarzeń i faktów, które mają wyłącznie charakter informacyjny (wiadomości, programy telewizyjne, harmonogramy transportu i tym podobne).
